The District shall have a procedure providing an orderly method for resolving differences between employees and the District as employer and/or its administrative staff. A determined effort shall be made to settle any differences through the use of the grievance procedure, and there shall be no suspension of work or interfer¬ence with the operations of the District by the employee.
